The City of Minneapolis partners with Minneapolis Public Schools on Safe Routes to School projects and planning efforts. This strategy focuses on that partnership as well as broader education efforts for residents and businesses.

Actions to expand biking and micromobility education and encouragement.

Bicycling 10.1

Provide on-site education for bikeway projects post-installation to help people understand changes to street operations, particularly when an All Ages and Abilities project is implemented. This can include temporary visual materials and pop-up engagement in the neighborhood.

In 2024, Public Works organized several events to celebrate bikeway openings and provide on-site education on how to use the new infrastructure.

Bicycling 10.2

Ensure that Open Streets Minneapolis continues to be a sustainable program and evolves. Explore different route types, lengths, frequency and repetition, including ideas like ‘car free Sundays’, low-programmed open streets, partnering with the Minneapolis Park and Recreation Board for events on parkways and finding other ways to encourage and give people the opportunity to envision Minneapolis streets in a different way.

In 2024, the City of Minneapolis issued a Request for Proposals (RFP) for community-based organizations to host an Open Streets event in their neighborhood. Three Open Streets events were held.

Bicycling 10.3

Support education programs targeting people that currently don't feel comfortable riding a bicycle, including learn-to-ride classes, commuting tips, identifying safe and comfortable bike routes, bike maintenance, and more.

Significant milestone(s):

Public Works continues to support partners in providing educational programs. In 2025, Public Works supported Move Minneapolis by advertising Try It Tours, designed for downtown employers to educate their employees on ways to travel downtown via bike and transit. In 2021, the City supported Minneapolis Public Schools with the purchase of a bike fleet to support their universal bike education program.

Support Minneapolis Public Schools in their efforts to establish a universal bike education program for fourth and fifth grade students.

Significant milestone(s):

In 2021, the City supported Minneapolis Public Schools with purchase of a bike fleet to support their universal bike education program. This program is now available to all schools in the district with students in grades 4-5.

Bicycling 10.5

Work with the Minnesota Department of Public Safety to add more bicycle, scooter and other new mobility options to the driver’s education curriculum.

Significant milestone(s):

In 2025, the Minnesota state legislature passed statute 170.0701 subd 1(b), which explicitly requires driver’s education curriculum to include instruction on regulations applying to bicyclists, people using scooters, and other modes considered to be vulnerable road users. The City continues to support further improvements to curriculum.
